My hair looks and feels like noodles!!!?

So I was bleaching my hair to dye it blue and I totally screwed up my hair. I must have processed it too long or used to wrong peroxide. My hair is litterally tearing off when I try to comb it. Ive bleached my hair tons of times and I have NO idea what happened. The hair is squishy and stretchy. I have no idea what to do but I cant just leave it like this. It looks horrible. Plllleeeaaassseee help meee! D:
